A portable external hard drive is one that is powered by USB. So there shouldn’t be any need for the OP to make this any clearer.
An external hard drive, yes, is portable to an extent but it doesn’t offer the convenience of a USB powered external hard drive.1.5tb PS3 HDD  Also, if there are no power sockets available then the external hard drive is basically useless. Would this mean the hard drive is still portable then? Of course not. I’d call it almost portable lol.
